COP31 Set to Introduce New Model for Global Climate Negotiations With Shared Leadership

COP31 is preparing to introduce an unusual model of international climate diplomacy, with Türkiye hosting and presiding over the conference while Australia takes responsibility for leading formal negotiations.

The United Nations Climate Change Conference will take place in Antalya from November 9 to 20, 2026, bringing together governments and international organizations to address climate change and sustainable development.

Under the agreed partnership, Türkiye will oversee the overall COP31 Presidency and climate action agenda, while Australia will serve as President of Negotiations, coordinating the formal negotiating process.

The arrangement is also intended to strengthen the representation of Pacific island nations, many of which face severe threats from sea-level rise, coastal erosion and increasingly extreme weather.

The new structure connects Mediterranean and Pacific perspectives within a single international climate conference.

Key priorities are expected to include climate finance, clean energy development, adaptation and the implementation of existing climate commitments.

As COP31 approaches, the partnership will provide a test of how shared diplomatic leadership can support consensus-building and cooperation between countries with different economic and environmental priorities.
